The comparison is somehow irrelevant in my point of view, because they are both very different personalities, commanding two very different countries and two very different systems.
I personally don't like Bush or his administration because i think they are very short sighted, and the reasons will need a very long answer. But what makes the irrelevant comparison is, in my opinion is, Bush is one person labeled as the president of the united states of america, who have to fulffil the needs of many people and organizations and corporations. USA is managed somehow like a big corporation. Bush is one elected (or falsely elected, this is not the case now) president to fulfill those claims of many many corporations who want a piece of the "world's cake".
so in short he is somehow a tool who "listens" to others concerning the higher strategy of the USA.

Now as for Mubarak, the pic is totally different, he is leading a country which, unfortunately, still, worship its leader, the father-figure of the leader is still dominating the minds of its people..yes, it's now being cracked, but that's the norm.
Mubarak, by his own words, brags that he take his decisions alone!!!
He brags that any change in the miniters is done with no one knowing who, when, and why?!!
In my opinion, Mubarak, didn't do anything good for the country, on the contrary, in his era, all things are going backwards..

To answer your question precisely as you asked, regarding only humanity; i say Mubarak is worse to humanity despite the difference in numbers of victims in both cases, as everything is relative as you know..
And still the one who will judge that perfectly and in pure justice, will meet him soon, enshalla!

I think that both of these two "leaders"lost touch with the meaning of mans humanity towards man a very long time ago.
Both see people they are meant to care for as expendable in order to gain a personal political credo.

WoW Wise Heart, it's really difficult question.
I am really confused as I think they are same as you said but you know I think Mubarak is worse because Bush be the president by election from his nation so Americans have some responsibility for this they choose him first & they renew for him after the first period!! but Mubark no one choose him we are forced to accept him & at least you can confirm that the date that Bush will leave presidency but according to Mubarak God only know when he will leave us!!

but if we regarded from a political view.........then i'll say Mubarak. because he is staying in presidency under the Republic name but it's actually turned to be a kingdom, and he is already involving his son in everything, and his son is totally in agreement with his policy.
you are also staying in a country where many people, sadly, are indifferent and submissive to his politics and always are shut up.................i'm not generalizing .
but i can tell you that anyone who opposes him is put in jail for decades, not only two or three years.
*how many postgraduates out there from great colleges and with brilliant brains, haven't found work till now!!
*how many guys have been depressed and became a true disaster to this country in his age!!
*how many people have been diseased by various kinds diseases (esp. virus C), and haven't the ability to be cured!!
*how many girls have been kidnapped,subjected to sexual harassment , and others turned to be prostitutes........while the police isn't moving to stop such immoral acts!!
*how many boys and girls, dads and moms have committed suicide for not having the ability to buy new clothes, or the ability to study the materials taken in school (such complicated horrible subjects leads to nothing but stupidity) !!
*how many families have been under the zero condition while he's not moving to help them.........just building new cities with high costs, very high actually!!
*that is actually regardless to the thousands of our brothers and sisters in jails for years, know nothing about them........visits to them are only once a month for 5 minutes!!
they are subjected to various kinds of humiliation, attacks, kidnapping (imagine a man is being kidnapped !!)........etc,

therefore, for me Mubarak is worst ,with the submissiveness of people, more than Bush.
of course Bush is another story !!

Mubarak is worser becasue :

Bush doesnot take decisions alone ,it is a big team of conservatives ,and the american policy ,we can say,doesnot change .
congress and consultants of the president determine the policy

for Mubarak,he rules like a king ,may be much more .
he put laws ,change ministers ,determine everything in the internal and forighn political affairs,sometimes intervene in applying the law,he control everything in the life of Egyptians

importnat note:american president doesnot stay more than 8 years so if bush is bad ,ok but he will leave soon

for Mubarak ,he will never leave except if assasinated.

Bush doesnt go around mass arressting muslims in this country either. Im not restricted in my religion here, (for the most part) Bush hasnt and cant be in power for 25+ years Alhamdulillah....

this is a puzzle that leads nowhere. one day both will be in the hands of our Creator. He will count the pros and cons of each and decide where to send him .history has taught us to be patient and not pass judgements . religion has taught us that we cannot open the heart of a human .only God knows what is there. i abide by both laws to live with a good conscience.

Both are leaders of the world. Both have contribute to the world. Whether you like it or not, both are nobles. Both are champion and splendid in their own way. I'm not going to elaborate more. It's enough to says both have contribute to the world. Without them, there shall be no history.

George W. Bush brought US to War. At the same time make US more richer.

Mohamed Hosni Mubarak love by his people and Arab countries.

I can't give my assessment. I'm not an Egyptian and I'm not an American. The Egyptian and the American knows best. I have no right to say dislike and to grade them as worse humanity. The Egyptian and the American have the right. I'm a Malaysian.

To my point of view, both have serve their own country well. Both have change their country in their own way. They are popular to all the nation in the world. There are good things about both of them. Let the Americans do the assessment. The Americans are splendid peoples. Let the Egyptians do their assessment.The Egyptian are civilize from 1400. A.D, until now. They know the best.
