Evidently the reason why he has asked you to marry him is because you have been seeing each other long enough and seriously enough for him to feel it's time to take the next step. If you don't feel he is the one you want to marry, then you shouldn't have led him to believe the relationship was stronger than it is. This isn't somebody asking you for a date. So it's not a matter of letting him down easy, it's a matter of you trying not to look bad cause you're a jerk! Yeah, chicks can be jerks too. Just step up and let him know what YOU did and why. Then he wouldn't want to marry you at all.

Do not go into details and make a big discussion out of it , just be direct and honest , will hurt at the moment , but will feel a lot better later than accepting a relationship you do not see yourself a part of and then having to end it up later in a more critical situation.

This one is tough. I have had it happen twice. I now know to maintain a distance to not allow this to happen again in the future. First time I was honest and told him he wouldn't make me happy. Second time I was actually planning to break it off with him. I just told him I was sorry, but I never plan to marry. Another moment where it's kind to be cruel. The second time I felt just horribly.

give an excuse like you have to get a degree first , you have an older sister who should get married first , you wont marry before you are 25 , some excuses like this .
he will understand .
if he sticks , give yourself the chance to know him better .
