Spanish is one of the most spoken languages in the world as well as french.
anyway it depends on ur reasons why do u wanna learn a new language? if its just for entertainment reasons then i recommend italian coz it sounds cool as well as french but u ruled that out.
why German and Hebrew? do u wanna translate what jews say for ur fellow nazis?lol

I speak English, Hindi, and Gujarati (Indian languages). I am in the process of learning Arabic.
Spanish would be an obvious suggestion - as it is a very widespread world language. But you do not want to learn that. So between hebrew and german - probably german - more spoken.

I speak French, Italian, Spanish, English and Arabic...a sixth is on the way and i chose Chinese.

I was confused on rather learn Chinese or Russian...but the thing that made my choice, is because the Chinese will rule the world anytime soon! ;p

even though you ruled it out i would suggest spanish because it is the worlds fastest growing languages and more jobs look for that language,
But German is a very difficult language to learn but it is really fun. so i would out of German or Hebrew. German because in reality there are more Germans in the US so you would use it more.

both german and hebrew are local languages if it's right to say so what I mean is you wouldn't use them that much, while spanish is spread worldwide and one of the most spoken languages.

if you don't prefer french and spanish then I would suggest russian
