It depends on several factors, but if you really want he/she answer you.........then, say it directly to them.
If you go direct to them, they have not excuses and have to reply, as much if they like it or not.

depends on who im asking if its my husband for instant i get kinda mean when he avoids answering a question and if its someone i dont know i just kinda ask it again in again in a nice kinda of way :) I wont stop though until it has been answered
