Depends on the student. Far too often the student's motives aren't to study, but to hook up with radical groups & make it easier for Gaza to bomb at Israel. Sadly. Because those Gazians ruin it for the other honest ones.
Sometimes an Israeli family (Jewish or non-Jewish) is able to sponsor the student & vouch for them & it can be done that way. Some Israeli groups think this policy is too restrictive & lobby to change it.
Meanwhile, often someone softhearted gives in, & it backfires in a plot to bomb or import weapons or laundry money is uncovered.
Higher Education Israel pays for
There as been a lot of money from Israel to setup & support the PA universities. During Oslo there was hope that if the PA Arabs were more educated they'd give up suicide bombing in favor for a future & peace. Same theory went into huge manufacturing & business complexes to give them jobs, paid for by Israeli entrepreneurs.

Israel is extra cautious in letting Palestinians in and out of Gaza strip. A recent example was with Israel opening the passages and allowing more freedom of movement between Gaza and the west bank in light of the holiday. One of the women who was allowed to pass through the humanitarian strip[A special passage in the border control area, designated for women, children, elderly and emergency cases] and wasn't searched and/or checked was actually carrying acid, which she then threw on a soldier's face. She tried to escape but was captured as the Israeli forces were more prepared.. since it was the 2nd time that month she did it.
Numerous people who are allowed to leave Gaza, either to study, visit Mecca or various other reasons abuse that right and instead join up with radical groups "on the outside" or manage to smuggle illegal content[Weapons or information] when they come back.
Unfortunately due to cases like the aforementioned one with the woman abusing the right of free passage and many other cases of students abusing their right to study abroad, Israel is very strict in its policy regarding students and general passages in and out of Gaza. |
