Yes, when the aircraft is in the fully in the air, the flight attendant will make an announcement stating what electronic items can be used. You may want to ask the airline or flight attendant if you can play your PSP or ipod, but i am sure you can.
It will depend on the airline you are traveling with. Some have very tight security( have passengers searched again before getting on the aircraft) and other only have one regular security check which is the main airport security) the airline with tight security may not allow you to play ipod or PSP.
You can call and confirm with the airline.

Yes-they ask you to turn off all electric devices at take-off and landing but otherwise you can use your ipod, psp, portable dvd, laptop or whatever you have

Yeah you can except when you are taking off and landing but they announce when you are allowed and not allowed to use these devices!!
