Most airlines around the world require that children over age 2 have their own seat.
Children are actually not safe in laps but it's allowed because commercial air travel itself is safe and parents want to save money.
That would be a mightly uncomfortable ride for both of you if it were allowed!
Sometimes they give child discounts so check. I've actually done better with less expensive tickets, even though there wasn't a reduction for my children so do the math before buying.

According to the FAA, any child who has reached his/her second birthday is required to have their own seat. It is always safer for a child to be in a seat than on someone's lap, no matter what the age. You can bring a carseat onboard as long as it has a sticker on the bottom that says it's approved for use on an aircraft (can usually be found on the bottom). Booster seats are not approved, as they do not provide any restraint. If you have a full fare ticket, there is usually a child fare discount available, but if you are purchasing a discounted or sale fare, there won't likely be a discount off of that.

Over two years old is correct, but many airlines offer discounted prices for children between 2-11 yrs. old.

For safety reasons many airlines now insist that every passenger have his/her own seat. In the case of babies or very young children that also means a safety seat (i.e. car seat). Anyway, have a great trip!!
