Yes, only not during takeoff or landing, and you have to disable the wireless signal if you have a wireless card. Other than that you can certainly use one - I do it very frequently.

Yes you can use laptop on an airplane. While flying high when the plane becomes stable the cabin crew will anounce for the use of the laptop.
