Yes, on domestic flights they can. They do not get a designated seat and you hold them on your lap. If there is a free seat next to you you can use it. Must hold them during take off and landing. However on international flights they pay about 10% of your ticket and they don't get a seat. If you want a seat for them then you buy it! If it's a little baby, say under 6 months or even a bit bigger, you can request the bulkhead seat on long haul flights and they get a bassinet. There is no charge for that but it's first come first serve. they have to be in your lap for take offs, landings and during turbulence.

In the United States, children can fly free before they are 2 years old but you must hold them yourself. They cannot occupy a seat unless there are extra seats on the plane but this would be up to the flight attendants.

Every single person who answered this question is wrong!!!!!!!

Infants newborn to 2 years old, do not require to occupy a seat, but still need to purchase a ticket! They would sit in an adults lap, and traditionally pay 10% of an adult airfare.

Any baby over 2 years old, have to occupy a seat by law.

A child passenger is Age 2 to 11, and traditionally pay 75% of the adult fare, if there is a discount on the fare, and occupy a sit.
