yes. liquids and gels have to be no more than 3 oz and have to all fit into a 1 qt. baggie. chapstick should be considered a solid so you don't have to worry.

There really can not be a definite answer for you right now, as the rules and regulations are changing constantly. By April things could be totally different. I would suggest that right before you leave on your trip that you visit the TSA website http://www.tsa.gov/ they set the regulations on what you can and can not bring on the aircraft with you. They update it constantly so you will definitely be able to find your answer there.

yes the Transportation Security Administration (TSA) does allow that. your safe Enjoy ur flight

As of right now (and I recently flew to the Caribbean) I would put it into the ziploc baggie with any other liquids or gels under 3 oz just to be safe... if it's in the baggie it will be readily accessible anyway.

Yes, if it is 3 ounces or smaller -- and it doesn't matter if your flight is domestic or international. Anyone flying out is subject to the same rules. Have a safe trip!
