Do Airport Police have the right to take a photograph of a passenger?

Please settle an argument. My friend says they have the right to photograph anyone they like. I think they do not. How could they have the right to photograph someone who has committed no crime?
Additional Details
I don't mean those cameras that are taking pics of all of us, all of the time. I mean being pulled aside and photographed. How legal is that?

yes they do. You are being filmed anyway all the time in the airport, without you knowing.

Anyone can photograph you in public; including law enforcement, security cameras, and/or paparazzi.

You do not have a privacy right to your image while you're in public.

An invasion of privacy may exist when photos are being taken of you while you're inside your home.

the police have the right to photograph anybody and is the new weapon to enorce social behaviour
A video camera is now standard police equipment and is seen at places where there are many people to aid identification

At the immigration control at UK airports everybody is photographed without their knowledge and have been for several years.

I'm pretty sure its legal for anyone to photograph another person, for any reason.
