If they are exceptionally polite then it's OK else No for a few reasons.
1 - Your luggage shouldn't have been lost by the airline in the first place.
2 - It's their job to drop your luggage off after the airline lost it. Do you tip the person working at wal-mart?

To actually answer your question--
When the lost luggage is delivered to your home, yes, it's good to tip them--especially if they've had to cart your luggage up some stairs. I always tip, just because I'm so darned happy to have my stuff again.

I was told to. I usually give them a couple of dollars, and it saves me having to carry them myself.

Are you talking about at airports or in hotels?
If you are talking about at an airport I had a friend who was a courier for Jet Blue in New Orleans and if I remember correctly they make part of their paycheck from tips like waiters at restaurants.
I don't know how it is at hotels but I'd give them something for the effort anyway.
