Since you dont care where the cheapest flight leaves one; just take a short domestic flight

if you are flying from the USA you ill have to go though either
Canada or Mexico there still are no direct flights from the USA to Cuba
but if you are flying from a different county there are usually direct flights

From Canada: Sunwing, Cubana Air, Air Canada, Transat, etc...
The suppliers that can provide you with the all-included can also sell you the flight only.

US Citizens are not permitted to fly into Cuba unless it's on official business and you've gained government permission. Travel via Mexico and Canada is not allowed, either.
