take a cruise on a ship owned by a foreign company so there's no drinking age onboard. (Norweigan Cruise Lines) Go to Mexico - Cabo!

Eight Changes
Try Block Island. (off or Rhode Island) Great beaches. Tiny place. You can rent bicycles or a scooter. They do party a bit there though. You get there by ferry. Or, if you have the pelts for Hawaii, try Mexico or costa rica. Theres lots of adventure and they don't care what age you are when you drink.

i would go to mexico...like a resort away from cancun where you guys can just hang out at the resort...
or go to cancun and have a blast at the bars (no need to be 21), shopping, etc. if you go to cancun you won't need a rental car either.

it's like going to the beach. if you pick a place that heavily populated you won't need a rental b/c everything is right there!

have fun and i'd go to mexico, ireland, london, or hawaii (i'm sure there are resort spots where you won't need a car!

have fun!

Most countries in europe you get in bars and clubs being 18... however you have to be 21 to drive..

Kutekymmee
I like the cruise idea - drinking age is 18 on cruise ships and most of the ports. no need to rent a car either.

Go outside the US. Most cruise lines that depart the US still adhere to the 21 and up policy, youd have to check with the cruise line.

Who me?
Miami! Where are u from. How about a cruise so u won't have to worry about a car?

Go to IRELAND DUBLIN! The legal age to drink is 18!

Any place in Europe would be cool. Most people in Europe don't rely on cars. The cities are compact, and the public transportation is plentiful. Go somewhere romantic like Paris, Rome, or Venice.

If you want to stay domestic, try dense urban areas like NYC or Chicago. Again, good public transportation options mean that you don't need a rental car.
