The lights are shut off to provide all the maximum electrical power to the engines and aircraft systems in the event maximum power and performance are needed and to reduce the electrical load on the aircraft alternators.

Its because in an emergency landing (wery unlikely thou) they want to preserve the passengers night vision (or low light ones). If a passenger or crew has to come out from a full cabin lights into darkness it take a long time to adjust. I dont knew why the do it on full daylight flights, guess its a rule that always aply. Could be a number of reasons. Mostly because glare could effect them. But also because passengers perfer a darker envirment so they can rest and relax.

Same reason we don't drive a car with the interior light on. It reflects back off the screen, and you can't see properly where you are going. Dodgy in a car - even more dodgy in a plane!
