http://www.euroflyusa.com JFK-Italy, then http://www.belleair.it/ to Tirana. Leave plenty of connect time between flights-- 4 hours or more--since connecting separate tickets.

Have you tried Cheaptickets.com ? They can have some great deals. I once got a round trip ticket from California to Rome, Italy for $475 per person. What a steal. Check them out. You can also do an internet search and type in discount air fares, or airfare ticket discounters and see what pops up.
