You cannot take a bottle of rum through airport security in your carry-on baggage. You can wrap it up securly and put it in your checked baggage.
No, you cannot board an airplane drunk. You would be considered at risk for yourself and others and would not be allowed to board the plane - even if you had a ticket.

You can't bring it from home because they'll make you toss it at the checkpoint.

You can but you cant bring open bottles or cans. I dont think you can open them on the plane though. Everyone would be drunk. You can look it up by googling your airliner.

You can transport alcohol but you cannot consume it on board. With the new TSA rules, it might be difficult to carry it on the flight though.
That said, I've been on a number of flights where people drink from the duty free stashes they buy in the airport. Every flight to Moscow I take is filled with empty vodka bottles despite warnings from the stewardesses...

YES you can bring it on, but you have to have the flight attendants serve it to you, because they have to montior your consumption.
With the new liquids ban you are going to have to buy the booze in the airport past TSA..
And it is illegal for you to get on the plane intoxicated. They will NOT let you on.
