A Passport identifies you as a citizen of the European Union but a visa is to say you are permitted entry into the issuing authority of the Visa. Without a valid passport you have no proof that you are a citizen of a European Country within the European Union. So the answer is NO== However it is POSSIBLE to Fly there on a private Plane . Possible but not permissible. Is that what you wanted to know?

As Britain doesn't HAVE ID cards, you need a Passport to go abroad.
If you are a national of a European country, all you need is your ID card, no passport needed.

to my knowlege you cannot travel out of this country without a passport i would check with the passport agency hun cos you never know but i suspect you wont be going to berlin
if you go to the passport office yourself (peterborough) you can get your passport near enough straight away if you have all the paperwork and proof of identity but check this first im not an employee of them lol
