The United Nations declarewd that Moon cannot belong to any nation, and the USA went along with that, so, it's everyones sort of...no passports required, but Bush will get around to that eventually..really, there is 1979 United Nations Moon Treaty:

LOL...funny, did you mean TO the moon, instead of INTO the moon? Cause I'm pretty sure you can't get INTO it...we haven't even been there since the last space mission over 30 years ago, so I'm guessing that NO ONE is getting there...with or WITHOUT a passport and visa!
