Got this from the TSA site.. hope it helps..
********************
TSA screens every passenger's baggage before it is placed on an airplane. While our technology allows us to electronically screen bags, there are times when we need to physically inspect a piece of luggage. TSA has worked with several companies to develop locks that can be opened by security officers using universal "master" keys so that the locks may not have to be cut. These locks are available at airports and travel stores nationwide. The packaging on the locks indicates whether they can be opened by TSA.
Not sure where to get a compatible lock? Try these Web sites:

Yes. I've travelled through Nairobi and Dar es Salaam and Jo'burg and had stuff taken out of my checked baggage. Regretted not locking it. It shouldn't be broken into for searching unless you put something suspicious inside (...so don't!). If it IS broken into then you might have grounds for litigation or at least compensation against either the airline company or the aviation authority responsible for the airport. But what's the cost of a small padlock or two against losing something more valuable...? |

If you lock it they may break it open if your suitcase is targeted. There are TSA approved locks and I use them. I feel safe to have my luggage locked but the TSA is able to open them if needed. |

I bought a TSA/HM Customs approved one, so that you have a code you wind in, but the airport have the key to open it if it needs searching.
It just helps the airport and you, becuase then they don't need to break the lock to open the case.
I boiught mine off Amazon:

Yes, lock your bags with an approved TSA lock. I am a baggage handler and people constantly give us a bad rap. Yes, I know there are several dishonest people out there, but, there is that with every profession. Now, hopefully the TSA will have to answer for people having items missing. But, then again, that is a government position and we all know how that goes. |

No. Buy zip ties instead (which can be purchased usually at a place like Radio Shack or even Home Depot I think). That way, you can secure your luggage, but if customs officials must open your bags outside of your presence, they just clip open the zip tie. Normally, a set of fingernail clippers will open it up for you once you're at your destination. |

Every time Pixie !
Baggage handlers in many parts of the world are not above having a rummage through peoples' stuff, to supplement the poor pay that many receive.
Always carry valuables on board as hand-baggage also.
I have been known to store a giuatar in the galley.
No way am I having that thrown about willy-nilly.
Have you seen them fling luggage from the cargo hold to the trailer ? Scary.
That is why I use old battered luggage with a small padlock on it. I have seen, in Portugal, ground baggage staff at Faro chucking suitcases onto the tarmac to see if one bursts open.
I am not being cynical, as in most places my luggage has been fine, but I would err on the side of caution.
Cheers,

If you can lock it do so as there are some pretty dishonest people working on the luggage handling. If it is locked they will try one that isn't. My only worry about locking is that the keys are usually quite small and if you lose it then you will probably need to force it open and then it is useless. |

No you should not lock the luggage as they may need to check the luggage for bombs etc.
I once had a padlock on my luggage broken by the people and it wasn't even locked at the time! |
