A lots of mean answers here and I don't think it is a stupid question at all.
In the EU, there is a 100ml limit to what you can take on board and I would think that would include gel too.
Depending on the size, I would doubt a gel insert would be less than 100ml.. so I wouldn't do it.
I know you haven't asked for an opinion, but on a plane, surely it is best to be comfy so why not leave it til you get there?
If not, there are padded inserts just made from fabrics that you can use. Not to mention the huge range of padded bras on the market. |

Gel bras are not restricted on airplanes. The site below says you may wear a gel bra at check in and on a plane as well as in your luggage. |
