What days of the week and times of the day are busiest at Customs (meaning longest wait times)?
Busiest? The simplest answer: The day that the airport has the least amount of international passengers arriving.
Airlines run by schedules, published months in advance, and staffing is (should?) be based on arrival times for international passengers.
It never ceases to amaze me how often customs personnel seem "surprised" that so many people suddenly showed up--they've had the flight schedules for at least 3 months, and the passenger manifest 24 hours in advance, and the flight's capacity and load levels in the weeks leading up... yet they somehow only manage 2 lanes open when 2 big 777s arrive from overseas. GRRR!!! Anyway, I digress....
Some airlines have only 3, 4, or 5 flights each week arriving from an international destination. So if you pick the in-between days, you might have less queueing.

Weekends are busiest. Try flying in on a Tuesday or Wednesday midday. Those seem to be the best times. I've gotten through L.A. customs in 25 minutes during those days. During weekends, i've spent as much as 2 1/2 hours.
It also helps if you have nothing to declare.

Any time there are international flights. When an international flight lands, that is when Customs are busy. If you get more than one flight, you will be waiting a while.
Last time I flew, I waited about 45 minutes to get through, and after I was done, I felt like the guy owed me dinner.
