i personally think that the best way is to call a travel agent or use something like IATA.. that is cheap.. i have found it much cheaper to call than to book/buy online/.. even if it's from the company..

I use sidestep.com, it automatically compares discount sites against the airlines sites to find the cheapest fare. Another good site is vayama, it's specifically geared toward international flights.

It depends. The best way to fly from the USA to another country is to check with yahoo travel or travelocity first. Get some estimates. Then go directly to the airline carriers websites.
Also, check with international carriers websites. Remember you maybe able to save alot of money by not flying directly through or purchasing two separate tickets from separate airlines inbetween.
Like flying from Chicago to Paris. It may be cheaper to fly airline A from chicago to NYC and back and then airline B from NYC to Paris and back.
