You can't text while taking off, landing or in the middle of your flight. You can text while the plane is on the ground. :)

You can actually text up to the point when the flight attendant tells you to turn off all electronic equipment. Upon landing, the attendant will announce that it is safe to turn on the electonic equipment.

No, quite frankly! Big big safety risk.
Though some airlines have in-air phones that you can use to phone and text people, these cost serious bucks though.
