Take off and landing are the two most hazardous times during any flight--the most likely times for an accident. The tray tables and reclined seats are obstacles to a quick escape in an emergency.

I guess it's so that the pathway for everyone in that row is as free as possible in case people have to exit the plane in a hurry.
This may be also why bags and stuff should be put under the seat in front during take-off and landing and not blocking the row.

If the landing is bad or the plane has an emergency landing the tray table would damage you and the seats are designed to take as much of the impact as possible in the upright position. It's all for the passengers safety.
