yes. there are, what they call here in Arg. "villas" that are composed of slapped together homes(sometimes do not even have doors or glass on windows) that are tightly grouped together. these "villas" are better than living on the street, like the US. the government gives people in the "villas amenities, sometimes even cable tv, clean water, etc.you can find these "villas" everywhere and vary in size from a few square blocks up to the size of a small city (one of the largest is near an area called Tres Harquetes in San Isidro).they can even appear bordering in your richer neighborhoods, for example i live in an area called Accassuso, which is one of the richer parts of Buenos Aires, but 10 blocks from my home is a very small "villa" (about 4 block radius) the government likes it this way. keep the poor stupid and poor seems to be their motto here. the government does not give initiative. most of the tax laws here make people want to be poor. (after you make certain amount of money (i think it is about 60K pesos a year), your tax bracket doubles, and can even triple. the government pays the poor when it is voting time and even hands out food and other essential items to them when they vote "the right way". there was even a time when the President here payed the poor to show up to a rally.
