Can a US citizen open a bank account in Bueno Aires, AR?

Apparently, it is very hard for a foreign non resident to open a bank account in Buenos Aires. And if you wish to open a bank account to get your funds using an ATM card, you will also wait 10 - 15 days for the card to arrive. "Banco Nación www.nacion.com.ar actually is the only bank that opens accounts to foreign non-residents requiring only the CDI (tax ID) and address certificate. The minimal deposits are for a pesos account ($ 50) and they charge $3-4 pesos for maintenance fee."
