At present time I´d suggest you take Buquebus ferry, you have the link in the other posts. You can take the Eladia Isabel ship that takes you to Colonia (3 hours)and from there a bus to Montevideo about 2 1/2 hours. It´s cheaper than the direct boats to Montevideo, (but which take about 3 hours in total).
Right now to go by bus or car is risky as the bridges to uruguay remain closed and some open up "at times" so you may very well end up waiting for a day or so to pass. Not a good idea if you´re short on time.

Well, you have some options...
1) Flying. From Jorge Newbery domestic airport to Montevideo.
2) Ship. Buquebus goes from Buenos Aires harbour to Uruguay.
3) Bus. A lot of companies go by bus, but if there´s any problem on the road (strike, etc) you´ll be very delayed, and nowadays Argentina´s routes aren´t really safe (I mean about accidents).
I think plane is the best option.
