Well, I think they do in low season, - Between Easter and Winter holidays- When everyone is working or studying, almost in all Buenos Aires´beaches ( BUT NO Mar Del Plata) that happens. Winter holidays are used by some people to travel, they´re between July 28th and August 10th this year.
Anyways, you´ll always find locals.
