If they are in Buenos Aires, it would be 54911 and then their 8 digit phone number. Be aware that they may give you a number that starts with a 15. This only works if calling from within Buenos Aires. Outside of the country you need to convert it to 911.

It's just like calling someone towards someone's phone in the home. You just dial the #, I think.

You might need to know the Country's number. Every conutry has a number that will need to be dailed before the actual phone number.
At least that is what we had to do in Guatemala.
