Buenos Aires is a huge city and there are many different neighborhoods with distinctive features. One of the liveliest for young people is Palermo Soho, with lots of bars and restaurants and designer's shops.
Palermo is a very big neighborhood and other areas are very nice and safe too.
Recoleta is the classiest neighborhood, very safe, but many people consider it to bee very touristy.
And for young people there's also Las Canitas, very quiet during the day but lively at night.

Well, if you are young and want the nightlife, along with being in a safe area, I would suggest Las Canitas. It is between Palermo and Belgrano. It has a lot of trendy restaurants and bars and is just a short taxi drive to the best bar/clubs (here they are called boliches).

Another nice area, but not as lively, is Recoleta. It is good because it is centrally located - close to the center of the city (Microcentro) and also close to Palermo.
