I assume by "seaman" you mean the merchant marine? It depends on the country. If you are in Argentina than you should try checking with the ministry of transportation or the coast guard. There are also many jobs available on "flag-of-conveinance" ships which are flagged in many countries such as Panama, Liberia, the Bahamas etc. If you find a job with a shipping company which has its ships flagged in another country they will sponser your application for seamans documents from the flag state.

Regardless, you will need a seamans discharge book, STCW-95 basic safety training, and a valid passport as the minimum with which to seek work as a seafarer.

Good English language skills, knowledge of mechanics, welding, cooking, basic navigation, etc are all a plus.
