Buenos Aires Guide
There is not a beach where you can swim in Buenos Aires City, the nearest you get is a rocky grassland area on the Rio del la Plata in the ecological park at Puerto Madero. It is grey dirty water and a lot of imagination is a good thing! However, it's well worth a walk! Quite lovely!! There are resorts in the province of Buenos Aires, but I do not recommend them! Sorry. Not unfortunately we don t have in summer there are open swimming pools some of them on the coast of the Rio de La Plata, the nearest city with beaches near Buenos Aires in Buenos Aires province is San Clemente is not Mar del Plata this one is the larger than San Clemente , there are nice too Pinamar, Cariló and maybe others even in Patagonia (Rio Negro and Chubut province) or beaches on the river in Entre Rios province, but you can enjoy the beaches on the ocean in Argentina from the end of November until March even cause this area of the country is not tropical or visit this site could help you www.sectur.gov.ar www.buenosaires.gov.ar are ins English too

The nearest beaches are East and Northwest, but they're filthy. The closest clean beaches are in Villa Gesell, Pinamar, and Carilo, which are all about 3 hours away

No, Buenos AIres is in front of De la Plata River and you cannot swim there.
The closest place to go to the Beach in Argentina is Mar del Plata 400km away from Buenos Aires city.
If not you have beach in Uruguay that is on the other side of De la Plata River.
