Too general of a question. But let me tell you Argentina is more European than Latin especially in Buenos Aires, the capital city.
Food - Western or continental. Mostly steak - beef and lamb. Wine is cheap and they produce great wines. They eat a lot of potatoes and salads too. Ladies are very concerned of their figures. But don't avoid the temptation to try a nice dessert called dulce de leche.
Clothes - leather is cheap also naturally but be aware of low quality unless your sister knows leather quality best.
Culture - also European in style. A must see is a tango show.
Safety - not so bad the last time I was there, still safe to walk on the streets at night. Though be wary of pickpockets or bag snatchers if you take the local transit system.
Weather - pleasant. Rainy in winter (June, July August). Summer - very humid in January to March.
Language - Spanish (Argentinian slang of course). English is spoken in major cities.
Shopping - can be rather expensive. Except those made of leather.
