I don't think it matters that much. It's something personal that each woman chooses to deal with. Some women shave because of societal pressures, others shave just because it feels better to them. For some women, it doesn't feel better to shave, and if they are not superficial and if they don't choose to follow the more silly societal customs, then they may not shave. I think this is perfectly fine. It's like when men choose to shave their chests - it doesn't really matter to many women whether they do or don't, it's their own choice.
