I live in Buenos Aires, and I'll tell you:

the winter holidays start on the 24th July up to 4th August.

the summer holidays go from 10th December till first days of March.

This dates apply for Buenos Aires, each state has different dates.

the break usually lasts all through december until the end of february.. at least for high school students, as for the uni I wouldn't know what to tell you..

and "young scenes", I would reccomend going to a dance club, there are a bunch of them in Recoleta (in northern Buenos Aires), and there are also restaurants, a cinema, etc. etc. and the night life never ends in there until the early morning.
I would just go to all that area (Barrio norte, recoleta) because it's also the safest to walk around at night, specially the street Santa Fe, there's always a lot of circulation and stuff, and honestly, it's also the most tourist friendly as well...
