Avenida Santa Fe is a HUGE street that has amazing clothes for LOW prices.
Avenida La Florida is another huge street that has many popular shops.

and in florida and lavalle pedestrian you can find many outlets.

I don't know what you mean by "very" cheap but Avenida Santa Fe has good prices and you have a lot of shops. If you are near Belgrano you could also try Avenida Cabildo. Other neighbourhoods: Avenida Rivadavia, Avenida Avellaneda (Flores).
