I don't know what you mean by "very" cheap but Avenida Santa Fe has good prices and you have a lot of shops. If you are near Belgrano you could also try Avenida Cabildo. Other neighbourhoods: Avenida Rivadavia, Avenida Avellaneda (Flores).
