Cumana is a fantastic and very cheap restaurant near the microcentre, in Recoleta. When I am in Buenos Aires I go here very often.
They make very delicious regional food such as empandas, humita (corn-based food) and cacerolitas (casseroles). The empanadas are some of the best I have ever eaten.
You can't book, but as it is popular you will sometimes have to wait a few minutes. It just shows how good the food and value is!
Rodriguez Pena 1149 (between Arenales & Santa Fe), Recoleta.
Just next door you can get a good asado (barbecue) at a reasonable price. The restaurant is called Las Cholitas.
This is all very close to Avenida Santa Fe, so it is great if you are in el centro or shopping on Santa Fe.
You won't be disappointed if you choose either of these two restaurants.

Try El Establo, on the corner of Paraguay and San Martin, just a block away from calle Florida and Av Cordoba. It's delicious food, great service, a friendly atmosphere and very manageable prices. They serve great traditional Argentine food. Really some of the best food in the city. I live close by and go there about 1 a week for their incredible empanadas (i think the best in the city!).
