The places you want to aim for are are Puerto Madryn, Trelew and Gaiman, which is a cultural and demographic centre of the region known as "Y Wladfa" in which Welsh-Argentinians are concentrated.

Best way to see what you want to see in Patagonia is to travel independantly. The Bus network in Argentina is excellent with many companies competing on different routes. Andesmar is one that I remember particularly.
