Not necessarily. If a question pertains to a fact, the best answer should be that which is correct. If a question requires a qualified answer, there is no correct answer. What is chosen as best may be that answer which more or less correlate with the thinking of the asker. What is perceived by the asker as the best, becomes the correct answer only to the asker.

no not really. sometimes yes,sometimes no.
some of the answers were chosen by the asker because:

a. it goes with their ideas and they don't agree with the rest
b. it is the best answer they could have

the combination of all the answers is i think the best answer. because as i've said with one of my answers, the answerers try to complement each other's weaknesses and strengths. that's the good thing about yahoo philippines.

Not necessarily. It relies heavily to the asker picking the best answer. We have different views and outlooks in every situation. The best way is to look at all the answers and consolidate it to have the best view/answer in a certain question.

it depends what the question is and what the answer is (could be opinionated). also, one also has to consider if it applies to him/her. answers being correct is not what always matters, it's how it helps the person.

it depends on the preferences of the asker. Sometimes, the asker fails to choose the best answer and the answers are left to other participants to vote. Naturally, the one with more votes becomes the best.
