It is a proven fact that man will expire in a matter of minutes in the absence of air to breathe and will likewise expire in a matter of hours, maybe days, without water.
But assuming everything else is available, then air will have to be more important. That is assuming you have other sources of the precious H2O in other forms...e.g. ice, sodas, etc.

Back to the Q, i think basically air is more important... I believe that i can survive by just having nasik + daging goreng kunyit + sambal belacan and inhale fresh air... So, no need water... hehe..

The only difference is when one is deprived of AIR he/she dies faster when the brain cant get oxygen.
If one is short of water, most likely he/she will slowly dehydrates and will also eventually join his/her friend who lacks AIR above.
Your question reminds me of a signboard in all service stations:
AIR & WATER ( English version ) or ANGIN & AIR ( BM version ) ... so just for a joke: Is your question asking about the same thing ? i.e.
between AIR ( air dalam BM ) and WATER ( in English ) ??
