I think the girls are trying to imitate the ever popular Harajuku style *it's a fashion district in Japan* Some weird Japanese trend for sure.
Personally I think it makes them look silly... really, I even came across a girl who wore knee high socks in yellow & black stripes *mock gasp* she ended up looking like a bumble bee!

i think they're overused,
when it first came out,it's kinda cute.but when too many people start wearing it, u'll get sick of it.but i don't say they're ugly.
