It is hard to tell from a superficial viewpoint (i.e. from looking at their appearance). You have to get to know them better to find out.
In my experience, however, i have known more showy poor men and "shabby" rich men than I could care to count.
Most people I know who try very hard to LOOK wealthy are anything but--hence their need to "showcase" to others a facade that is NOT representative of their true financial status. So beware of the guy in the Armani suit, the $500 shoes driving the Hummer. Chances are he is leveraged to the hilt in credit card debt to pay for all that.
In the US, I know so many true multimillionnaires (asset-wise) who live in modest homes and wear tattered Old Navy sweaters. They shop for underwear at Walmart and would consider a backyard barbeque over a groumet dinner anyday. What they do have is several million dollars in diversified assets and next to no liabilities and debts.
This reality is really not a dichotomy. Most rich people (who did not inherit their money) got that way from being very good money planners, so they probably never made the mistake of blowing a wad of money on any item that greatly diminishes in value the moment they buy it--like cars, clothes and electronics. They are always thinking of where to put most of their money where it will flourish and the odds are it is someplace in the stock market or real estate (but not a silly McMansion).
In short, they never let their ego and pride (and other people's trends and peer pressure) get the best of them. |

A rich man speak softly but carries a bag full of $2.8 M.
A poor man, speak loudly and telling everybody that he got $2.8 M.
This is just an example. |

There is no definitive way of saying who is rich or poor by the way people look.
There are rich men who are unassuming, some rich men who just radiate wealth even without trying, and the rich men who can not help but flaunt their riches.
Then there are poor men who by their looks and demeanor you can say are poor, poor men who dress decently because they want to look decent (not trying to look rich), and the poor men who would try to look rich, pretend they are rich, and garb themselves with their version of trappings of wealth.
In the end, I look at how men (and women) carry themselves. The rich (not just materially) exude an aura of quiet confidence. Whatever they wear, you can feel their aura. Without even trying.
If we confine the discussion to the old rich (versus the noveau), the previous paragraph is the definitive way of discerning the rich man versus the poor man. But if we define wealth as just money, there is absolutely no way to say that by just their looks. |

There are a lot of rich , nice and helpful people. Just like there are a lot of poor, nasty and vulgar people. There is no way you can compare people in general, you have to take each individual on his/her own. So being poor does not mean you are a good person and being rich does not mean you are a bad person, visa versa. In today's society, the poor always blame it on the rich.
But the answer to your question is Money. The rich has it and the poor does not. Some people show they are rich, others don't. |

Easy. When inside a restaurant, a rich man looks at the menu from left to right while a poor man looks at it from right to left. (Got my point) |

A rich man can never hide his affluence. It can be seen by his appearance, his posturing, in the manner he carries himself and in the way he talks. |

Financially speaking, a rich man should have assets you don't visualize. They also should have several properties they don't brag about. They own a decent car and if ever they own luxury car they don't show it off to people. They are always working. They go on a lot of trips whether business or vacation.
A poor man works all the time too and some just don't work at all. They don't own a home. They can own a luxurious car that they never be able to pay off. Instead of assets, they have a lot of credit card debts. They can't afford to go on vacation unless otherwise they get rid of their debts and that one luxurious car. |

Now, this is a bit of a tricky question for me coz i hate to judge people by their looks and how they dress themselves up. I'd rather just let this pass for now. |

Since this question is asked in the Philippines section, I will tell you how, in the Philippine way.
Rich Man vs. Poor Man:
Caucasian-looking / East Asian-looking vs. Pacific Islander-looking
Wears clothing bought from Rockwell or Greenbelt vs. Wears clothing bought from 168
White or pale skinned vs. Brown skinned
This, sadly, is how Philippine society looks. |

Rich man are noble man like me.
I work for an organization that spent about $2.8M into the Philippines in 2006 and a little bit more by the end of this year, by way of programs and projects in education and healthcare. I'm earning 6 figures, eating out, being cool, driving a luxury sports car, watching sports on your 42" TV and vacationing in Europe. |
