Meaning of "State" (from Wikipedia)

"The word state has both an empirical and a juridical sense, i.e., entities can be states either de facto or de jure or both.

Empirically (or de facto), an entity is a state if... it is that organization that has a 'monopoly on legitimate violence' over a specific territory. Such an entity imposes its own legal order over a territory.

Juridically (or de jure), an entity is a state in international law if it is recognized as such by other states, even if it does not actually have a monopoly on the legitimate use of force over a territory."

Now that that's done with, the question I think refers to "State" in the first context, with reference to the prevailing Government, which has monopoly of power over the region, to do violence as it pleases. If same had lost its credibility and moral ascendancy, citizens of the Republic can, of course, opt to topple the institutions of said "state", provided the people can come up with sufficient force to challenge the aforementioned monopoly.

Of course, in France - this clarification of more power for the Third Estate (the rest of the population against the First Estate (the clergy), and the Second Estate (the Nobility) - led to the Reign of Terror, and of course, we Filipinos are much too enlightened for that, aren't we?

It would indeed be "Utopia" if everyone (esp. the higher-ups) in the government enjoys the respect and confidence of the public. It is a matter of course for citizens to follow and abide by the biddings of their leader who lives with righteousness. Moral ascendancy is what connects the one governing and the governed, what cements their mutual appreciation and deference.

In the absence of that, what are we to do? We clamor for change!!! We use the ballot for our voices to be heard!!!
If majority of the populace really wants change, then let it be a good turnout at the polling places. Let our votes be counted!!!

If all else fails.....people power, anyone???

Sorry but I don't have faith in the electoral process in our country.So to answer your Q,I think what I can only do is make my life more fruitful,be responsible for my own because i believe that the changes and improvement of our dear Philippines should begin within ourselves because if we will wait our politician then I don't know if we will still taste that goal we are looking forward.

I think our government is implementing martial law without declaring it. With all the military support and police backing up, and gearing up for every threat on the this government. the government gives more incentives to the military, which is the answer to your question why the military is giving its all out support to this government and punishes every one who rebels or who is a threat to this administration.

As a citizen of this nation, it is our fault that we allowed our leaders to treat us this way. With the implementation of EVAT, or adding more tax, it is one of the tactics to make us all poor. History has told us that this tactic of extracting high tax on Filipino people has been implemented by the Spaniards which tried to make our descendants, the Filipino people more poor that it rendered them powerless against the Spanish leaders. The Divide-And-Rule Tactic has also been implemented by the present administration so that the opposition leaders has no power to overthrow the government.

I can only wish for a bloody revolution to topple this administration. I saw how they treated the rebellious Senator Trillanes and his supporters in the Manila Pen. They were willing to destroy the hotel together with all the innocent civilians present just to silence the rebel soldiers. Then with the current ZTE broadband scandal and Lozada expose', if it weren't for the media, Lozada might be dead by now.

What can we do? It is really up to us if we want change or not..if we allow these leaders to continue on corrupting us, revolution is the only method effective as history has told us so and we have to be willing to lose or risk our lives for our country... Or if not we can only silently complain in our hearts. Like what I am doing right now...

LOL, most educated people are pretty much like you, Gary. I was once an idealistic, oh-so-patriotic youth. But the truth of the matter is, nobody cares as much as either you or I do. I have some ideas, LOL. Unfortunately, I have neither money, nor power to make those happen. And in this patriarchal, feudalist, elitist society, you need both to make something out of the mess.

they are only as corrupt as we allow them to be. the solution most obvious that it suggests itself is to remove them from power by any means, and have someone install himself (or herself) a benevolent dictator like a young marcos.

but first, look not at those who govern but those who are governed. look within ourselves. we need to be a disciplined people who obey laws, we must maintain our dignity and not allow ourselves to be bought, then we could rightfully say we are worthy of something better. we only get what we deserve.

I have a token of solution for that,and that is, if all the people could just distance themselves or get rid of those Traditional old styled politician who are the source of all this troubles in the first place,then we can start thinking about a new path to a new philippines,but if you cant get rid of those old people who institutionalized themselves in the Philippine politics then expect a very bumpy ride of progress,one other problem about the our people is we voiced our problems and frustrations about the current government but during the elections proccesses some of you there just shut up and take the money that those politician a giving away,what we all need is the word honesty and that word will lead us to unity and prosperity,never get close to the people who holds a bible and pray on T.V. they are evil and those are old tactics of old politicians,exorcise them, send them all to spratly islands and make them all work without pay,
