I just came back from a trip to China and of course these subject was brought out. It was explain to me that you can only have one child (boy or girl), just one legally. If you do have more kids the governement will implement very strict fines that change according with your income. The more money you make the higher the fine. It was also explain to me that most families cant afford to have more than one child anyway because of the high expenses. Considered that the average income for a person with a ok job is only $400 (that is U.S. Dollars) a month. Housing in beijing and Shanghai is between 2000 and 4000 yuan for each square meter of living space. One dollar equeals 7.6 yuan right now. |

I am a native Chinese. thus i know the the current case of chinese policy. According to the so-called "family planning" policy: 1. for han group, accounting for 96% of the totla chinese population, each family can only have one child; and 2. for the minority group, each family can legally have two children; and 3. for the minority group living in very remote areas, such as Lahu people in Yunnan Provicne, each family can have three children.
But it is quite another story now, china has many laws, which cannot be strictly enforced. Many upper-class people who have political power or enough money, they have the leading groups violating the law, they are having tow or more children. This is chinese characterstic. |

Since I live here, have for the last year, and have a good idea how it all works this is it in a nutshell.
First, if China had not limited their population growth then it would stand at 1.7 billion, not 1.3 billion as it is now. That is an increase of more then the population of the states in a country that is roughly the same size with less arable land. China really had no choice.
It works this way.
Cities only one child. This is circumvented by the rich who can afford to pay the heavy fines. That is a one time charge. China has recently started a campaign to make it socially unacceptable to have more then one and to point out the selfishness of the rich.
Rural area's are allowed 2. Principally farmers who need their offspring to take care of the farms.
Some religious groups are exempt from the law.
As far as forced abortion. I have talked to people here in China about that and no one knows of anyone who has gone through that. In once sense you could say it's forced since the fines are so heavy. But it seems most people understand the responsibility of limiting population growth.
Gender selection. In China there are 1.11 males born for every female, the worlds ratio is 1.07 males. Obviously there is gender imbalance, less then 1/2%. China has recently started a campaign to help curtail that by limiting the use of sonograms and making gender practice in abortion illegal, plus making it socially unacceptable. They also know its a hard law to enforce.

Actually there is, but it doesn't prevent you from having as many kids as you want. China being a socialist country, all education is subsidized as is health care etc. The first kid you have gets all the benefits, but the second kid doesn't, which means if you're rich and don't mind paying for school etc, you can have as many kids as you want. You could breed your own basketball team for the Olympics! |

i think it one to a family and as there are so many girls a lot of them end up being put up for adoption. Saying that, what would happen it you had triplets? or quads? |

I know it's been already said but yeah.. only one per family.. I'm lucky that my parents lived in Canada when they had me and my bro.. otherwise there's a very slim, if impossible, chance of me being here. (I'm the younger). Now that I think of it, I wonder if it's because my grandparents had more than one child that they had to flee to HK from mainland China. |

Since the 80s, Chinese government stated that every family was allowed to have 1 child. That was more than 20 years ago, and there are still many small cities and towns that are allowed to have 2. But usually in bigger cities you are allowed to have one child. If your first child happens to be a girl, you could be given permission to have another child, but only 6 years after the first child was born. Also, if you happen to be an only child, and you decide to marry another person who is also an only child, you are entitled to have 2 kids. These are just some of the laws, and of course there are many exceptions. Hope this was helpful! |

Back in the 80's I did a school project about China and at that time, couples could only have 1 child. If they wanted more than one, they had to apply to have another one. It was because of the baby boom at the time, if memory serves me correctly. |

actually the formal; explanation is that it isn't a law but strict guidelines especially in the major cities that couples have only one chld to assist in controlling population growth. The trouble is that these guidelines are pased down to the local authorities for action (coplete with targets in trms of population) which results in various interpretations of the guidelines. |(They make their own laws!) These often result in forced abortions, fines for more than one child, sterilization and even forced contraception and sex instruction complete with questionning about sexual habits. one child if your han chinese, minority famlies are allowed to have 2...
my room mate who is korean chinese minority has 3 younger sisters...and they had to pay...but since she grew up in a village it was easier for them to keep the child...
nowadays your allowed to have 2 kids again if you and your partner both are single children and your first child is 8 years old
otherwise you still need to pay penalty...or your getting twins thats the best way of having more than one child...without any problems..
you lose your position in the government if you have more than one child and as a teacher you get problems as well and might lose your job... |

Used to have a friend from China, she went to live abroad(not mentioned country) as she use an illegal passport to leave China. She was second child in the family and she never have a birth cert and no way she could apply for passport. She is considered an illegal child. She told me that the day she was born, her parents have to hide her and if she is found alive by the government they would take her and kill her alive. I am not sure if the rules in China now have change or they still the same. |

One child per family - that's the rule but if you can proof that you belong to some instinctive nationality family can have 2 kids (sometimes more but it is very hard). And the do kill unborn children by government policy: even just before they born (39 weeks out of 40) It is very cruel. One side- too many people, not too mush sensible land. They already took a lot moving in to neibouring countries (mostly post Soviet republics). Kirgistan, Kasakstan, Turkmenistan ext they all have a great increase of Chinise farmers especialy as lots of etnic Germans moved to the Europe. Migration in process. |

Not a law as such, If you have more than 1 child you lose any help from the state, not sure if this is stil in effect as it led to lots of babies (mostly female) being abandoned or even killed. It would seem it's a point of honour to have a male child to carry on the family name. Also girls are looked on as a financial burden for life. |
