It's Tokyo. I mean you're talking about the place then it's Tokyo in Japan. There's a band called Tokio hotel..they're a German rock band?
So Tokyo is the well more common way of calling it however Tokio is the german way.

Well, Tokio is the European way of spelling it.
I believe they spell it 'Tokyo' in America.
But apart from that, there's no big difference.
