It's China. But it's not like they are paid if couples have only one child, but like they are severely fined if they have more than 1 kid.

As Mimi says, Japanese government should pay for couples who have 2,3,4 kids to stop population decline in the future.

More and more people are getting reluctant to get married or have children in Japan. Everyone thinks population in Japan will decline in the future.

Many people are discussing on Japanese webs how to stop it. But the truth is, there is no way to stop population decline of Japan.

Japan has the lowest birth rate in Asia ! People in China are fined if they have more than one child.

I'm pretty sure china does that, but Japan definately doesn't so if it's either or, then it's china. (if anything, japan needs more children. did you know that?) Japanese people are not giving birth to enough children and so many people are living to be very old, so now the population of old people is huge and children is small. Meanwhile, china had/has (?) an overflowing population.

China, 1 kid only. Rural china, 2 kids only. If your child dies or is retarded, I believe you get to have another child. Such as with the recent earthquake, people lost their only child so they are allowed to give birth again. A lot of people were sterilized and so doctors were sent to undo the procedure.

Japan has an issue with declining birthrate. We really need to come up with a program to encourage more births like Nazi Germany did or else the elderly population will continue to be unsupported and lose their benefits. Or open up immigration laws. However, there are consequences to an ever increasing population. Right now I think Japan pays for your first kid in that you get some money that basically covers the hospital expenses.

It is China. Remember that China is the one overflowing with children, and Japan is the one running out of children. Whereas in China a family with more than one child is fined, in Japan a family with a lot of children is financially supported by the government.

china makes you pay if you have more than one kid in the cities, they dont pay you, i think you may be able to have 2 children outside the cities without being fined
