if it would be possible tagging someone as a "national icon" in RP's legal context the answer is most likely a YES.

1. jollibee is proudly pinoy.
2. jollibee caters to pinoys' palates.
3. jollibee is/ can be loved by anyone next to U.S's McDonalds, or vice versa.

I don't care what all the other answerers here say... for me `(and everybody else please admit this too) Jollibee is ALREADY a Philippine icon, in the same way KFC's Colonel Sanders and Ronald McDonald are American icons, the Taco-bell dog is a Mexican icon.

What place does this smiling bee remind you of? India?
