if it is, we filipinos can hardly feel it. we once enjoy our own rice, now we can't because of the rice crisis and the government prioritizes our exports rather than benefit from our own good. it's not balanced. what we have here is the NFA rice that doesn't have good quality as the commercial rice we export. plus all the merchandise here are so expensive. maybe the rich ones can feel that the philippines is a second world country, but majority--who unfortunately happen to be poor--do not. |

THE Philippines is now a “Second World” or “middle class country,” President Gloria Macapagal-Arroyo declared Wednesday evening.
Speaking at the annual gridiron of the National Press Club at the Manila Hotel, Arroyo boasted of a strong economy and a per capita income she said had hit 1,400 dollars this year.
"The economy is showing strong signs of health, not only because of the stock market or the strong peso, but on the fact that at last our people will be enjoying a per capita income of 1,400 dollars this year," Arroyo said.
"Right now, we're not Third World anymore. At 1,400 dollars we are now Second World, a middle class country, and we'll be able to achieve, if we are able to continue the trajectory of (a) one percent decline in the poverty level, we can reach hopefully the First World status by the year 2020," she said.
“If what has been happening during the early years of our administration, that the poverty level has been going down by one percentage point every year, that means that by 2015, we will be able to reduce our poverty level by one half to what it was in 2000,” she added.
"I'm counting on the press to help people become more hopeful of their future because indeed there is much to be hopeful for," Arroyo said

Your president Mrs. Arroyo may have studied economics, but knows nothing about world affairs. The definition of second world country is a Communist state. Well, if your Prez says so, maybe that's the way it is. My problem is that over 50 years ago I escaped from a communist state. |

First of all it so discriminating to be calling countries 3rd World, 2nd World. The only people using these are politicians. I'm surprised that Arroyo would be referring to the Philippines as 2nd World now when the Filipino politicians always want to bring down their countrymen to kepp them "wanting." |

Yeah and if a bull frog had wings he wouldn't bump his butt so hard. Not a world player and should be glad.
The economy is stable. The banks are strong. Work is growing. Still there isn't that many people building new homes . The growing lands are still mostly unused. And the government is just giving lip service as usual. |

Political rhetoric. She wants to stay in power after her terms expire, so anything she can pull out of the hat to justify her continued existence she'll do it.
But she may be right if the only measure is the annual income of citizens.
The fact remains, the largest export by far are Filipino workers for which the government gets money. A great deal of the Philippine economy is based on remittances to the country from family workers abroad. So it goes to show you Arroyo will count anything to continue her career, Constitutional or not....
So if you want to believe this rhetorical babble, the facts continue to speak for themselves....

The terms first, second and third world have changed in meaning and really are not applicable in today's global political and economic environment.
The initial three worlds were defined, not by a Western development economist as many would expect but rather by Indonesian President Sukarno.
The first and second worlds applied to the two sides of the cold war (first was later defined to be industrialized capitalist western states leaving the Second World to mean the Soviet dominated communist states). As such the Third World was the primary produce exporting countries aligned to neither. This term evolved to represent the poverty and lack of industrialization that was characteristic of most (but not all) of the third world nations.
Under these definitions there is no way the Philippines qualifies as a Second World nation.
But since the fall of the Soviets in the 80s and 90s these terms have become meaningless.
The remaining communist states (particularly China) have blurred the line between communism and capitalism. Also many countries have become partially industrialized and while primary industry (eg farming and mining) may still dominate, other secondary industries (manufacturing) and even tertiary industries (services, eg IT, contact centres) have developed substantial export revenues.
Hence economists no long use the term third world.
Rather we have Less Developed Low Income Countries, Semi-developed Countries and Developed Countries. Among these terms the Philippines fits easily into the Semi-developed Countries. |

estimated fact. but they have been poor for so long and have their own sub economy and are so close to china that they are actually doing better than the usa. statistically speaking in gains for the last 2 years. american growth is negative economically. and debt is astronomical. philippines has a strong economy second world country speaking. actually i am planning to move there if obama runs us into the ground. i have already sent most of my hunting rifles and shotguns there and am planning to send most of my tools soon. |

According to our President we are in the Second World Country. I don't believe that because there is no such thing as second world countries. I only read third world countries and rich countries. Third world means poor country. That's it. We are making our own classification. Hahahahaha |
