That picture is of a man known as Mana and he is Japanese.
He was formerly in the band Malice Mizer and after they disbanded he created the band Moi dix Mois and he is a guitarist.

He also owns his own clothing line known as Moi-mÃªme-MoitiÃ© which consists of Elegant Gothic Lolita and Elegant Gothic Aristocrat clothing.
To me he is the one that made Gothic Lolita really popular.

Actually that's a boy. Mana. All I know about him is that he was in this visual kei band and he has his own gothic loli clothing store.... but that's a guy.

That's Mana, a male Visual Kei singer. And yes, he's Japanese.

However, while he has his own lolita clothing line, he wears stage clothes. Not lolita. I suggest that if you're going to try making a lolita character you read up on the fashion first. :) http://www.lolitafashion.org/ will help you a lot!

That looks an awful lot like Mana to me, so if I and all the other people here who think that's Mana are correct, then what you have there is a Japanese guy. I think you would be better off looking for a blonde or red-haired Gothic Lolita. There are lots of the in online EGL communities all over the internet, and I'm sure if you asked first they would be willing to let you use a picture or two (but you really MUST ask their permission first).

no she's not japanese though she uses some of the goth girl motif of Harajuku. However keep in mind Goth did not orginate in Japan. They borrowed the style and adapted it - hence the goth lolita
